Whether you are returning an HDB flat, Condo unit, landed home, retail space, or office, reinstatement means returning the premises to the condition required under your tenancy agreement – not simply leaving it looking presentable.

The costly surprises usually appear at the final inspection. A missing light fitting, unpatched solid-wall drill hole, stained kitchen cabinet base, damaged vinyl plank, or unauthorised partition can become a deduction from your deposit. The sensible approach is to inspect early, document everything, and repair only what genuinely needs repair.

Start With the Signed Handover Condition

Before arranging any work, pull out three items: the signed tenancy agreement, the original inventory list, and the move-in photographs or video. These documents determine what you are expected to return. Do not rely on memory, especially if the tenancy began two or three years ago.

Look specifically for clauses on repainting, air-conditioner servicing, curtain removal, fixture reinstatement, professional cleaning, and alterations. Some landlords require a full repaint in the original colour. Others accept local touch-up painting where there is no widespread discolouration. The contract decides.

For commercial premises, check the landlord’s reinstatement manual as well. Floors, doors and built-in carpentry

Inspect vinyl, laminate, tiles, skirting, doors, hinges, locks, and wardrobe tracks. Drag marks under furniture, swollen laminate, chipped tiles, and loose door handles are common handover issues. Small damage can often be repaired without replacing an entire room of flooring or a whole cabinet.

Kitchen carpentry deserves a close check, particularly below the sink. Singapore’s humidity and a slow water tap or pipe leak can rot cabinet plinths, carcass panels, and base boards from the inside. The outside may look acceptable until the cabinet door is opened. Test every water tap, mixer, flush cistern, shower set, floor trap, basin, and kitchen sink. Watch for drips under the vanity and sink cabinet. Check whether water drains smoothly or pools around the floor trap. A slow-draining shower may be a simple hair blockage, while repeated choking can point to a deeper pipe issue.

Remove personal shower accessories, bidet fittings, water filters, and non-original taps if the agreement requires the original fittings to be reinstated. Keep the original items whenever you install an upgrade during a tenancy. Replacing a missing original shower set at the final hour often costs more than expected.

For HDB flats, be clear about responsibility. Internal fittings and pipes serving your unit are generally the owner’s concern, while common-area or structural matters may fall under the Town Council or another relevant authority. Tenants should report defects promptly rather than attempting risky repairs that complicate the record.

Electrical fittings and air-conditioning

Switch on every light, fan, power point, hood, and appliance included in the inventory. Check for removed light fittings, loose switches, exposed wiring, or dead sockets. Electrical troubleshooting is not a DIY job. A faulty circuit, tripping DB box, or damaged cable requires a qualified professional, especially before a landlord’s inspection.

If you installed extra track lights, pendant lights, CCTV, network points, or feature lighting, confirm whether they must be removed and whether the original fittings need to go back. Photograph the DB box and label any circuits that have been changed.

Air-conditioner servicing is a frequent contractual requirement. If the agreement requires servicing records, arrange this before handover and retain the invoice. Do not wait until the final week, when a leaking fan coil unit or failed condensate drain can disrupt your moving schedule.

Cleaning, odour and pest signs

A handover clean is more than sweeping the floor. Clean grease from the kitchen hood and backsplash, remove limescale from sanitary ware, clear hair from floor traps, wipe inside cabinets, and clean window tracks. Check the refrigerator area, behind washing machines, and under the sink for odours or mould.

Do not paint over mould without finding the moisture source. Likewise, do not ignore droppings, chewed cabinet edges, or cockroach activity. If pests are present, treatment may be needed before the final inspection. A clean-looking unit with a strong damp smell or active infestation is unlikely to pass smoothly.

Separate Fair Wear and Tear From Damage

This is where many deposit disputes start. Fair wear and tear is ordinary deterioration from normal use over time. A lightly faded wall, slightly worn door handle, or minor ageing of a fixture may fall into that category. A large wall stain, broken hinge, unauthorised hole, cigarette burn, cracked basin, or water-damaged cabinet from an unreported leak is more likely to be treated as damage.

There is no single rule that covers every handover. The age of the item, duration of tenancy, original condition, and wording of the agreement all matter. Be practical: document the condition, repair obvious damage early, and ask the landlord or agent to clarify grey areas in writing before spending money on work they may not require.

Plan the Work in the Right Order

Reinstatement work should be sequenced properly. Repair leaks and electrical faults first. Then complete carpentry, patching, painting, and fixture reinstatement. Cleaning comes last, after drilling dust, sanding dust, and repair debris are gone.

If you are in a Condo, obtain the necessary renovation or moving permits before booking contractors. Management offices may require lift padding, approved work hours, a refundable deposit, or a contractor indemnity form. For office and retail units, factor in after-hours work and building access arrangements. These are not minor administration details – they can stop your workers from entering the premises.

Avoid the cheapest quote that simply says “reinstatement lump sum”. Ask what is included: materials, disposal, transport, painting area, replacement parts, access restrictions, and any additional charges if concealed damage is found. Arrange a Pre-Inspection Before Returning Keys

Do not make the final inspection your first conversation about defects. Once the main work is done, request a pre-inspection with the landlord, agent, or building representative where possible. On final handover day, take another complete photo and video record of the property, meter readings, keys, access cards, remotes, and parking tags.
